What just happened in Hungary? Ambiguous victory or ambiguous defeat?

In Hungary, 98% of the voters said No to relocation quotas. This figure needs to be considered cautiously for that it hides a more nuanced picture. After a harsh and expensive campaign, only 40.4% of the electorate expressed an opinion; 39.7% of the electorate in favour of Orban’s position. Considering past referenda, abstention is not outstanding; it is though if we look at how immigration peaked in public opinion over the last year and a half.
